Ayşe Esra Akıncı is a senior international development, evaluation and finance professional based in Ankara, Türkiye.

Her experience spans the European Commission, United Nations entities, international financial institutions, the Council of Europe, public administration, banking and private enterprise. She works across evaluation and learning, climate and energy transition, public finance, institutional governance, private sector development and EU-funded programmes.

Her public-sector experience includes serving from 2000 to 2006 as Financial Affairs Manager (Civil Servant) at the Turkish Ministry of Energy and Natural Resources for the Baku–Tbilisi–Ceyhan Crude Oil Pipeline Project. Responsible for financial affairs, budgeting, reporting and control for the Turkish section of this major intergovernmental energy-infrastructure programme, she served as a first-degree financial signatory within a project envelope of approximately USD 1.5–1.9 billion.

This foundation in public financial management, banking, audit and complex infrastructure finance brings commercial, fiduciary and implementation depth to her policy and programme work. Her approach is independent, structured and focused on evidence that decision-makers can use.
